Is it permissible to give zakat to a brother who owns a car purchased in installments for his self-employment, the income from which is insufficient to cover the remaining cost?

If what the brother earns from his work is not sufficient for him and his family, and he has no other source of income, then he is eligible for zakat, because he is unable to earn enough for himself and those he supports. He is also in debt (gharim), and the one in debt is eligible for zakat. So the brother is eligible for zakat for two reasons: being in debt, and his profession not sufficing him.
