Is it permissible to buy materials (doors, windows, water tanks) at low prices from markets where it is suspected that their goods are stolen from demolished houses, due to dire need and inability to buy new ones?

It is not permissible to buy or sell stolen goods. Rather, they must be returned to their owner if possible. Otherwise, they should be used for charitable causes and in the interest of Muslims. If you are compelled to buy them, there is no sin upon you, and the sin is upon the seller, who must be advised. If he does not desist, then the authorities capable of deterring him should be informed.
