What is the ruling on disposing of the surplus revenue from an endowment that exceeds the mosque's needs by giving a portion of it to the imam of another mosque who has no income? And does the supervisor have the right to object to this action?

It is permissible for the Imam to receive income from a shop endowed to the mosque if he has no other source of income, because the appointment of an Imam falls under the management of mosque affairs. It is also permissible to spend the surplus revenue from an endowment on another mosque, as the purpose of an endowment is general, such as spending the surplus from a mosque's endowment on another mosque. If there is a surplus beyond the mosque's needs, it should not be left idle; rather, spending it on something of the same kind is more appropriate. Appointing a person to lead prayers and care for the mosque does not make him an overseer (nazir) of the endowment, and therefore, he does not have the right to object to what he has been commanded. Even if he were to be considered an overseer, he would not have the right to refuse to implement the conditions of the endower that do not contradict Islamic law. Part of the overseer's duty is to collect the endowment's revenue and spend it on its beneficiaries, and he will be held accountable for any negligence. Some jurists believe that the endower has the right to dismiss the overseer if he initially stipulated the oversight for himself and then assigned it to another. However, he does not have the right to dismiss him if he initially stipulated the oversight for another person.
