Is it permissible to combine and shorten prayers for someone who works in one city and lives in his car because he cannot afford rent, while his family lives in another city 950 kilometers away?

Some scholars (Hanafis) held the view that the place must be suitable for residence; thus, the desert and a ship are not places of residence. The majority of scholars disagreed with them, considering that the suitability of the place is not a condition. So, whenever a traveler intends to reside in a certain place, even if it is not usually suitable for residence, their intention is valid, and they are not permitted to shorten prayers. Therefore, if you are residing in a city and working there, you are not allowed to avail yourself of the concessions of travel, whether you live in an apartment, a car, or elsewhere.
