Everything happens by Allah's divine decree (qada') and preordainment (qadar), and marriage is among these things. However, this does not mean abandoning effort and taking the necessary means. There is no blame on the family unless they reject suitable suitors for no legitimate Shar'i reason. She should frequently supplicate to Allah to grant her a righteous husband and seek help from trustworthy friends or relatives to find a suitable husband.
