Is it permissible for a person suffering from a chronic illness, who cannot perform Wudu or Tayammum except with assistance, and sometimes finds it difficult to find help, to pray without Wudu or Tayammum, and in ritually impure clothes, and without facing the Qiblah if the prayer time is about to expire and they cannot find anyone to help them?

Your obligation is to perform ablution (wudu) for prayer, and it is not permissible for you to omit it except when you are unable to do so. You must seek assistance from someone to help you perform ablution, even if it requires payment. If that is impossible, then perform tayammum (dry ablution). Do not resort to praying without tayammum unless you are unable to perform it, even if it requires payment. If all of that is impossible, then pray according to your condition, and your prayer will be valid, and what you were unable to do will be waived from you; for Allah does not burden a soul beyond its capacity. So, if an amputee or someone similar finds someone to perform ablution for them for a customary fee and they are able to afford it without hardship, then they are obligated to do so. If they find someone to help them perform tayammum but not ablution, they are obligated to do so. If they find neither someone to help them perform ablution nor tayammum, they should pray according to their condition, and there is no need for them to repeat the prayer.
