If a person performing a ghusl (ritual bath) for an obligatory purification, such as ghusl from janabah (major ritual impurity), menstruation, or postpartum bleeding, limits themselves to simply making the water reach all parts of the body, it is sufficient for wudu' (ablution) because the minor ritual impurity is subsumed within the major ritual impurity. However, if the ghusl is supererogatory, such as ghusl for Friday prayer or Eid prayers, it is not sufficient for wudu', and one must perform wudu' for prayer.
