Is it permissible to dispose of mosque funds as a loan to workers, on condition that it be returned after 15 or 20 days, in the event that the contractor does not have the money and the workers' vacation is due?

It is not permissible for someone who has been given money to build a mosque or to manage its affairs to use it for personal gain or to lend it to others. This is because the money does not belong to him, and he is not authorized to dispose of it except for the specified purpose. Spending it otherwise is considered an encroachment and a violation of Islamic law.
