It is not permissible for a woman to seek divorce without a valid, recognized شرعي (Shar'i) excuse, and the husband is not obligated to accede to her request. Rather, he should advise her and remind her of Allah. It is permissible for the husband to refuse to divorce her until she ransoms herself with money or waives her Mahr (dowry), knowing that the wife taking a portion of her Mahr does not affect the permissibility of her requesting a divorce.
