Is it valid for a marriage contract to be solemnized by a female notary public, and would the marriage then be considered religiously lawful?

One of the pillars of marriage (nikah) is the witnessing by two just individuals. Without them, the marriage contract is not valid. This is the view of the majority of scholars. The witnessing by one man and one woman, or one man and two women, is not sufficient. This is the opinion of Al-Nakha'i, Al-Awza'i, and Al-Shafi'i.
