The meaning differs. If what is meant is who is most deserving of the Highest Description, then it is Allah alone. For He, glory be to Him, has the highest example in all things, and He is perfect in His essence, names, attributes, and actions, as stated in Surat Al-Ikhlas and His saying, exalted be He: (There is nothing like unto Him, and He is the All-Hearing, the All-Seeing).

However, if what is meant is the highest example in methodology and conduct, then it is the Messenger, may Allah bless him and grant him peace, for he was the most perfect of people in guidance, conduct, words, and deeds. He is the highest example for believers in their conduct, actions, jihad, and patience, due to His saying, exalted be He: (There has certainly been for you in the Messenger of Allah an excellent pattern), and His saying: (And indeed, you are of a great moral character). Aisha, may Allah be pleased with her, described his character as being the Quran.
