Is it a condition to carry out the حد (punishment) or marry a woman of ill repute for the repentance of the fornicator?

It is not a condition for repentance that the [prescribed] punishment be carried out. Rather, one must conceal their sin and not inform anyone of it. And it is not a part of the perfection of a fornicator's repentance to marry the one with whom they committed fornication. If she continues in fornication and does not repent, then it is not permissible to marry her.
