Allah Almighty says in Surat Ar-Rahman: ﴿O company of jinn and mankind, if you are able to pass beyond the regions of the heavens and the earth, then pass. You will not pass except with authority [from Allah].﴾ This is a challenge from Allah to the jinn and mankind on the Day of Resurrection in the gathering place, where angels will surround them from every side, so they will not be able to escape from Allah's command and decree. They will have neither stratagem nor power. Ibn Kathir interpreted the verse as meaning that they cannot escape Allah's decree; rather, He encompasses them, and they cannot rid themselves of His judgment. This is in the context of the gathering where angels surround creation, and no one can go anywhere except by Allah's command.
