Does the verse: "O company of jinn and mankind, if you are able to pass beyond the regions of the heavens and the earth, then pass. You will not pass except by authority [from Allah]" indicate the inability of jinn and mankind to ascend into space?

The aforementioned verse concerns the people of the Gathering (on Judgment Day) and their inability to escape Allah's command and decree. Seven rows of angels will encompass them from every side, preventing them from moving except by Allah's command. This verse does not indicate a prohibition against ascending to the moon or other planets.
