Is it permissible to offer a vow in a different place if it is impossible to go to the vowed place, and to offer another part there if it becomes possible to go later?

If the vow is an act of devotion (qurbah), such as giving charity to the people of a specific town or distributing the meat of a slaughtered animal among them, then the vow is valid and must be fulfilled in the designated place. However, if you vowed to slaughter a sheep in a specific place without mentioning giving its meat in charity, then you may not be obliged to fulfill it, as slaughtering alone is not an act of devotion. Some scholars, however, maintain that the slaughter must indeed take place there.

If a person vows to dedicate a specific item to a specific place, he is obligated to fulfill what he named and is not permitted to deviate from it. If transporting it requires expenses, these expenses must come from his own money, not from the vowed item. If the vowed item cannot be transported (like a house or a tree), he is obligated to sell it and transport its price, based on the Prophet’s saying, "Whoever vows to obey Allah, let him obey Him." The vow must be fulfilled in the place where it was vowed, and if one is unable, it remains a debt until fulfillment becomes possible.
