Is it permissible to give municipal workers or Bengalis ten riyals as the value for feeding ten indigent people as expiation for an oath?

One who seeks expiation for an oath has the choice of feeding ten needy persons, clothing them, or freeing a slave. If he is unable to do any of these three, he must fast for three days. The amount to be given is determined by the local custom, so one should feed from the average of what he feeds his own family, in terms of quantity and type. The permissibility of giving ten riyals to each needy person as a substitute for feeding or clothing is disputed, and the safer approach is to give what is agreed upon as permissible. It is not necessary for the needy persons to be municipality workers or Bengalis; rather, the important thing is that they are needy Muslims.
