How does Allah forgive neighbors who constantly transgress, even though they pray and perform Hajj, and are over seventy years old?

One should not say "How can Allah," because Allah is Most Capable of all things and forgives whom He wills. His mercy encompasses all things, and He is Abundantly Forgiving. Allah may forgive whomever He wills among His servants, even without repentance. The proof of this is the story of the man who swore that Allah would not forgive a certain person; then Allah forgave that person and nullified the swearer's deeds. One must be careful not to rule out Allah's forgiveness for neighbors, for Allah does what He wills. However, harming a neighbor is a major sin and may lead its perpetrator to Hellfire.
