What is Sheikh Ibn Baz's opinion on performing Dhuhr prayer in congregation at school?

Shaykh Ibn Baz issued a fatwa stating the obligation of performing the prescribed prayers in congregation at the mosque if possible. Otherwise, it should be performed in congregation at the workplace if a congregation is available. It is not permissible to abandon congregational prayer except for a valid excuse, citing the Prophet's (peace be upon him) saying: "Whoever hears the call to prayer and does not come, there is no prayer for him except for one who has an excuse," and his command to the blind man to respond as long as he could hear the call.
