What is the ruling on oil extracted from hashish for uses such as softening hair?

It is impermissible to use cannabis oil if it is intoxicating or contains narcotic substances, and its sale is prohibited, because Allah has not made the cure for the Ummah of Muhammad in that which He has forbidden to them. Narcotics are harmful and a disease.
