Is it permissible to give out zakat from sugar, oil, butter, and flour instead of grains or flour?

Zakat (definition) al-Fitr is to be given from the staple food of the land, such as rice and wheat, not from sugar and oil, unless they are the staple food, or if its value is given, according to the opinion that permits this. The Malikis specify the staple food to be from nine categories, and if there is another staple food, it is given from that. Some scholars, such as Al-Shafi'i and Malik, prohibited giving Zakat al-Fitr from flour, while the Hanafis and Ahmad permitted it.
