Is it permissible for a person to pay Zakat al-Fitr from flour?

The obligatory form for Zakat al-Fitr is to be given from theats that people consume. It is permissible to give flour according to Ahmad and Abu Hanifa, and this is the chosen opinion of Sheikh al-Islam Ibn Taymiyyah and Ibn Uthaymeen. Flour must be given by weight, not by volume, because a sa' of flour is less than a sa' of grain. If given by weight, it is sufficient.
