Is it permissible when traveling (especially in European countries) to wear wide skirts and a blouse, topped with a long jacket, while covering the face, with the aim of not attracting attention and avoiding harm?

There is no objection to wearing a skirt, blouse, and jacket in public places in front of non-mahram men, whether in Europe or elsewhere, if they meet the conditions of proper Islamic hijab. However, if these conditions are not met, then wearing them is prohibited, based on the words of Allah Almighty: "O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments. That is more suitable that they will be known and not be abused. And ever is Allah Forgiving and Merciful," and His words: "And let them not expose their adornment except that which [necessarily] appears thereof and let them draw their headcovers over their bosoms."
