Does a divorce agreed upon by both spouses to obtain an official divorce certificate, without a genuine intention of divorce, take effect, especially if the registrar issued an irrevocable divorce certificate without their knowledge?

A divorce occurs if the husband utters an explicit phrase, such as: "My wife is divorced," even if he did not intend it, for an explicit divorce does not require intention.

If this divorce does not complete the three (divorces), the husband may take back his wife.

Furthermore, the conditions stipulated by the state for eligibility for the apartment must be observed, and it is not permissible to defraud it, for Allah the Almighty says: "O you who have believed, fulfill [all] contracts."
