Is it permissible to give teachers an old, un-hijabbed photo if there is a fear of them being targeted because of the hijab?

It is permissible to provide personal photos to those who need them for official transactions, provided that they are modest. It is not permissible to provide a photo from before wearing the hijab, in which the hair or other parts of the body appear. Those old photos must be destroyed.
