What is the ruling on saying: "Fatwa, Matwa" and is the one who says it sinful?

The words might imply following without ill intent, but it is more befitting for a Muslim to guard their tongue except when speaking good, so that they may not be thought ill of, and to remember the emphasis in the texts of revelation on guarding the tongue and the warning against its dangers. Allah Almighty said: "He utters no word except that with him is an observer, ready [to record]." The Prophet, peace and blessings be upon him, said: "Whoever believes in Allah and the Last Day, let him speak good or remain silent." The Prophet, peace and blessings be upon him, explained to Mu'adh that the essence of the matter is guarding the tongue, and that people will be cast into Hellfire on their faces only due to the harvests of their tongues. When the Prophet, peace and blessings be upon him, was asked about what most admits people into Paradise, he said: "Taqwa of Allah (piety/God-consciousness) and good character."
