The answer

"Anat" (distress/hardship) refers to sin and harm resulting from being overcome by lust. It has also been said to mean fornication or falling into disobedience because of it. Therefore, when a person fears "anat" for himself, marriage becomes obligatory for him if he is able. Otherwise, he must fast. Poverty should not be an impediment, for Allah has promised wealth to those who seek chastity. And in the Hadith: "There are three whom Allah has promised to help: the Mujahid (fighter) in the way of Allah, the indentured servant who desires to pay off his freedom, and the one who marries seeking chastity."
