What is the ruling on intoning the sermon in mosques in Britain in the manner of Qur’anic recitation, which confuses new converts to Islam as to whether it is Qur’an or a sermon?

The khateeb (preacher) should not chant or draw out the khutbah (sermon), as this is disliked and contrary to the guidance of the Prophet, peace and blessings be upon him. Scholars have disliked chanting and drawing out the khutbah. Al-Shafi'i mentioned that the khateeb should raise his voice so that the attendees can hear him, and his speech should be clear and deliberate, without drawing out or cutting off words. It should be concise, eloquent, and comprehensive. Al-Nawawi and Al-Ramli stated that the khutbah should be eloquent, articulate, well-ordered, and clear, without exaggeration or artificiality. Its words should not be vulgar or abstruse, but rather sound and understandable.
