What is the ruling on looking at the private parts during the daytime in Ramadan?

It is not permissible to look at the 'awrah (private parts) without necessity. The scholars have explicitly stated that this is reprehensible. However, looking at it out of necessity is not blameworthy, and there is no difference in this regard between a fasting person during the day in Ramadan and others.
