Extravagance in ablution water occurs by pouring too much water, or by washing more than three times, or wiping more than once. Using less water while perfecting the washing is a Sunnah (prophetic tradition), while extravagance is an innovation (bid'ah). Extravagance in pouring water is using more than what is Islamically necessary, and it is forbidden if the water is waqf (endowed). The person performing ablution can control the water tap by opening it just enough to complete the ablution thoroughly, without extravagance or stinginess.
