What is the ruling on a loan with an usurious form from which the debtor does not receive interest, but which has a surplus, and the value of the grants accompanying it exceeds the amount of this surplus, and which is designated for unemployed degree holders to enable them to start projects?

It is not permissible to take a usurious loan, even if it entails grants; because it involves dealing with usury and acknowledging it. The Holy Quran prohibits it, and the Prophet, peace and blessings be upon him, cursed the one who consumes usury, the one who feeds it, its scribe, and its two witnesses.
