Is it obligatory to pay Zakat al-Fitr on behalf of the fetus while it is in its mother's womb?

Zakat al-Fitr is to be given for a child if he is born before sunset on the last day of Ramadan, but it is not obligatory if the sun sets on the last day of Ramadan while he is still in his mother's womb. This is the preponderant view among scholars, who have cited the hadith of Ibn Abbas which states that Zakat al-Fitr becomes obligatory with the sunset of the last day of Ramadan. As for one upon whom the dawn of Eid day breaks while he is still in his mother's womb, Zakat al-Fitr is not obligatory for him, because worldly rulings do not apply to a fetus except for inheritance and bequests, provided he is born alive. However, it is commendable to give it on his behalf, based on the practice of Uthman, may Allah be pleased with him.
