Is the Istikhara prayer among the Sunnah prayers whose legitimacy is disputed for one who has missed obligatory prayers?

Scholars have differed regarding whether one who has missed prayers (fawa'it) can perform supererogatory prayers (nawafil) or not. Salatul-Istikhara (prayer for guidance) is a recommended Sunnah. We have not found anyone who explicitly stated its ruling for one who has missed prayers, except that the Hanafis have stated the permissibility of performing supererogatory prayers for which there is encouragement, even for one who has missed prayers. Ibn Abidin mentioned that it is more preferable and important to focus on making up missed prayers than on supererogatory ones, with the exception of the confirmed Sunnahs, Duha prayer, Tasbih prayer, and prayers for which there are narrations. Accordingly, it is permissible to perform Salatul-Istikhara even if one has missed prayers, especially when there is a need for it.
