Scholars have differed on the permissibility of imposing a financial fine as a discretionary punishment (ta'zir). In Islamic law, 'janaya' (crime/offense) refers to a forbidden act against property or person. In the terminology of jurists, it specifically refers to acts against the person and limbs.
