Does donating to build an institution for disabled children count as an ongoing charity (Sadaqah Jariyah)?

Assisting charitable organizations that care for the disabled is a beneficial act and a service to the weak and needy. And assisting those in charge of this project is considered Sadaqah (charity). If the Sadaqah will be used for construction or something permanent, then it is Sadaqah Jariyah (ongoing charity). However, if it will be spent on food or something consumable, then it is Sadaqah and not Sadaqah Jariyah.
