What is the nature of the "Fortress of the Place" paper, which contains Ayatul Kursi, the Beautiful Names of Allah, and incomprehensible words, and how can it be disposed of? Does it have an effect on whoever hid it?

It is prohibited to use the so-called hijab (amulet) or fortress if it contains meanings that are not understandable, because it may involve polytheism (shirk). The Lawgiver has forbidden ruqyah (incantation), seeking protection, and seeking refuge with such things. Scholars have also prohibited ruqyahs whose meanings are not understood, because they are a cause for suspicion of polytheism. The forbidden ruqyahs are those used by exorcists and others who claim to control jinn, and they involve a mixture of truth and falsehood. Acceptable ruqyahs are only those that involve the remembrance of Allah and His names, and are in the Arabic language whose meaning is known. It is advisable to dispose of these papers by destroying them through burning or tearing.
