What is the ruling on tailoring men's garments that fall below the ankles?

It is forbidden for a tailor to lower a garment below the ankles, whether for the purpose of showing off or not, due to cooperation in sin and transgression. It is not permissible to fulfill a customer's request in this regard, unless the garment is for someone taller than him. This is the most preponderant opinion among scholars.
