What is the ruling on addressing someone by saying, "O Blessed One (Ya Mubarak)?"

There is no harm in addressing a person by what was mentioned; rather, it is a good thing because it contains optimism, and the Prophet, may God’s prayers and peace be upon him, liked and loved good optimism.
