Is it permissible to acquire Canadian citizenship for the purpose of settling there, propagating the religion, and undertaking Islamic projects, knowing that it does not require an oath or enlistment in the army?

It is not permissible to reside or travel to non-Muslim countries unless one is able to openly practice their religion and is safe from trials. However, it is better to avoid them due to the dangers they pose. As for residing there for the purpose of inviting people to Allah, it is a form of jihad. The conditions for residing in non-Muslim countries are: that the resident is safe in their religion and able to openly practice it. As for acquiring the citizenship of these countries, the general rule is that it is forbidden, except in cases of necessity, a recognized need, or an overriding benefit, while striving to free oneself from its invalid requirements. If it leads to clear da'wah (preaching) benefits and does not necessitate taking an oath of allegiance, then there is no harm in it.
