Is it permissible to travel to Canada to renew residency or obtain citizenship and work, with the intention of temporary settlement, taking into consideration the current circumstances in Syria?

Traveling to and residing in non-Muslim countries is impermissible except under three conditions: knowledge that repels doubts, religiosity that prevents temptations, and necessity. It is also not permissible to acquire the nationality of a non-Muslim country due to the corrupting influences involved, unless there is a dire necessity recognized by Islamic law, such as when a Muslim is persecuted in their own country and cannot find a Muslim country to shelter in. If you find a Muslim country where you can reside, then it is not permissible for you to acquire Canadian nationality.
