Is it permissible to obtain Canadian citizenship to facilitate work in the Gulf countries and to escape security and social problems and compulsory national service in my home country, knowing that I wish to serve a Muslim country through scientific research?

It is not permissible to reside in non-Muslim lands except for one who can openly practice their religion. Otherwise, emigration (Hijra) becomes obligatory for those who are able.

As for obtaining the citizenship of a non-Muslim country, it is not permissible except out of necessity, due to the corrupting consequences that arise from it, such as "submitting to the laws of disbelievers and swearing allegiance to them."

Shaykh Ibn Jibreen (may Allah have mercy on him) made an exception for the person in dire need, such as someone being pursued from their country, provided that "they openly practice their religion and are able to perform religious rites." However, obtaining it for purely worldly gain is not permissible.

Therefore, if the questioner intends to return to Muslim lands, does not relinquish their original citizenship, and faces hardship in their own country, including an obligation to military service that requires violations of Islamic law, then it is permissible for them to obtain Canadian citizenship.
