Do secretions like al-wady prevent water from reaching the skin, regardless of whether their quantity is large or small? And is it sufficient to perform istinja' by removing traces of urine without al-wady, and without considering the presence of al-wady on the skin after urination, if al-wady is pure?

Wadi (prostatic fluid) and other discharges from the private parts are removed by regular washing, and istinja' (washing the private parts after urination or defecation) is sufficient to cleanse the area from urine, wadi, and impure discharges. If any of these dry and solidify, they must be removed during istinja' for ablution or during ghusl (ritual bath) because they form a barrier that prevents water from reaching the skin. Wadi is impure, and the same rulings apply to it as to urine. It differs from the secretions regarding whose purity scholars have differed.
