Is the saying "He who masturbates is like one who has committed adultery with his mother 70 times" correct, and what is the ruling on visiting pornographic websites to release lust?

Masturbation is forbidden and has many harms, and it is not permissible to visit pornographic websites because they arouse lust and do not treat it. And whoever is unable to marry, let him fast, in accordance with the recommendation of the Messenger of Allah, may Allah bless him and grant him peace. As for the saying that whoever masturbates is as if he committed adultery with his mother seventy times, it has not been reported in the Sharia.
