Does pardoning a rapist for the sake of Allah lead to corruption, and what is the legitimate legal ruling that a judge must issue in this case?

If the matter of sodomy reaches the ruler, there is no room for pardoning its perpetrator, and his punishment is execution. The Messenger of Allah, peace and blessings be upon him, said: "Forgive each other the punishments among yourselves, but whatever punishment reaches me has become obligatory." And the punishments obligatory for the right of Allah Almighty, such as fornication, theft, and sodomy, have no pardon, no intercession, and no annulment once they reach the ruler and are proven by evidence.
