Is praying alone in the mosque considered like praying in congregation, and is it better to close the mosque and pray in another mosque that has a larger number of worshippers?

Some scholars are of the view that if the resident Imam prays alone in his usual mosque, with the intention of leading a congregation, it is as if he has prayed in congregation in terms of merit and ruling, and he receives its reward and does not need to repeat the prayer. However, if he is certain that he will not find anyone to pray with him in his mosque, then it is better for him to pray in another mosque where there is a congregation.
