This is because bathrooms today are not independent structures, and their surface serves as the surface for the entire house. The majority of scholars have held the view that it is permissible to pray on the surfaces of latrines and bathrooms, contrary to the Hanbalis. This view was favored by Ibn Qudamah, Sheikh Ibn Uthaymeen, and Shafi'i jurists. The Permanent Committee for Issuing Fatwas has also affirmed the permissibility of praying on the surface above a toilet.
