Is it permissible to translate the second sermon in a local mosque in Europe between the two sermons, given that the Imam does not speak the language into which it is being translated, and due to the difficulty of translating after the sermon because of noise?

It is not a condition for the Friday sermon (khutbah) to be in Arabic. It is preferable for it to be in the language of the majority of those present. If the khatib (preacher) is proficient in two languages, it is possible for him to start the sermon in Arabic and then complete it in the language of the audience, or to deliver the first sermon in Arabic and the second in the language of those present.

As for translation between the two sermons, this is impermissible, as it would transform the two Friday sermons into three sermons. If the khatib is only proficient in Arabic, and translation is necessary, then it must be done after the prayer. Whoever wishes to listen to it may do so, and whoever does not wish to may leave.
