The answer

The majority of scholars hold that Hajj expiates minor sins but not major sins. Some, however, are of the opinion that Hajj expiates both minor and major sins. Some scholars elaborated, saying: Hajj expiates major sins related to the rights of Allah Almighty, but the intention here is the removal of the sin of negligence concerning them, not the abrogation of the rights themselves. The accepted Hajj expiates everything except the consequences related to human beings, for the rights of people are not dropped except by their owners’ forgiveness.
