When should the mutamir (pilgrim performing Umrah) enter the Haram and perform the rituals of Umrah? Is it immediately, or after resting from the fatigue of travel, while maintaining the conditions of ihram?

The Sunnah for someone arriving in Mecca for Hajj or Umrah is to begin with circumambulating the Kaaba (Tawaf) first, following the example of the Prophet, peace and blessings be upon him. As Aisha, may Allah be pleased with her, mentioned, when he arrived in Mecca, he "performed ablution, then circumambulated the House." This is the view held by An-Nawawi and Ash-Shafi'i, who emphasized not engaging in any other matter before Tawaf, even if some are compelled to leave their belongings with a companion. However, if the newcomer is tired from travel, there is no harm in delaying the Umrah for rest, as Ibn Uthaymeen fatwaed, indicating that the Umrah is complete even if delayed.
