Is it permissible to trim pubic hair with scissors and then shave it with a razor?

Shaving the pubic hair is a Sunnah, and this refers to the hair that grows around the male and female private parts and above them. This is done with a razor. The intention is to remove the hair, so plucking or removing it with depilatory powder (nūrah) or dyes is sufficient, but shaving is preferable.
