What is the ruling on looking at girls and pictures of women in Medina, given the hadith: "Medina is a sanctuary from Ayir to Thawr, so whoever innovates therein an innovation or accommodates an innovator, upon him is the curse of Allah, the angels, and all people"?

Intentionally looking at a non-mahram woman without need is forbidden. This prohibition is even greater if it occurs in the Prophet's city (Madinah). The door of repentance is open for whoever repents, for Allah accepts the repentance of His servant as long as the death rattle has not reached the throat, as indicated by the verses of repentance revealed in Madinah. It is hoped that humility and comfort in obedience are signs of the acceptance of repentance.
